It takes like what, 1 second, before it activates. Might depend on which elite skill you use. For tactical reload there is a significant delay.

In competitive modes a second is a long time haha

It's pretty obviously this. The trait waits for the Elite Skill to complete including aftercasts. Wouldn't say no to reduced aftercasts though.
