The adult Mini Jackal Mount is only available in PoF and account bound on acquire, so you have to own the expansion to get it.But the Mini Yellow Jackal Pup comes from Black Lion Chests (as a guarenteed drop) and is tradable, so anyone can get it, and the other colours are made using the yellow ones.
