Shoddy sleuth achievement please help!

I have now attempted this achievement 3 or 4 times and am totally sick of this. I follow the guide that i will link below and no matter what at the end around the time you talk with kasmeer the achievement just up and dissapears! Any help into this would be greatly appreciated.

It would help to know what you are doing, exactly, in the instance. The first thing that comes to mind, though, is this:

Are you playing the instance on a character that has already completed the entire Dragons Reach: Part 2 chapter? Living World Season 2 achievement require characters to completely play through a chapter before achievements can be earned. There are a few achievements that are obtainable without doing the whole chapter first, but the majority of them do require a playthrough. So, make sure you've played through that entire chapter on the character doing the achievement.

Yeah im replaying every bit of the season. So far the one thing i did not have to fully redo was the foefire ritual. I read on a wiki that you can talk to the first noble 3 times and then 1 more other answer in order to get my suspicion up and then go through the rest like normal but i dont see how that would help me at the very end since thats when it dissapears.
