We have presumed that the rates are identical across maps, but that was never confirmed by ANet. People who do loads of map completion have reported their personal rates to be anywhere from 20% to 40%, with many people claiming it's 25%.If the true rate is indeed 25%, then the chance of getting the gift of exploration and only receiving 0, 1, or 2 keys is about 3%. So it's not even notably bad luck to get so few: with 1000s and 1000s of world completions in this game, many of us our likely to be that unlucky.
