Equipping/Unequipping Siege activates weapon swap sigils

In combat, equipping a siege item and unequipping it will activate the weapon swap sigil of whatever weapon you had equipped before/after the siege. This seems like unintended behavior, especially for items such as Sigil of Energy.

Example: A Deadeye with Silent Scope and a Rifle equipped can attack an opponent, dodge twice to gain 8s of stealth, then equip/unequip siege for 50 endurance, then dodge again. All without leaving Rifle - avoiding actually swapping weapons and incurring the 10s cooldown.
