White with a down arrow means that the person is at a level higher than the current area but has been leveled down to that area for purposes of doing damage, etc. Gold numbers are mastery levels and mean that person has at least one expansion, possibly two, to gain masteries in and train them up to do things like gliding or have mounts, or both.
