staff master vs havoc specialist

I don't have numbers but I think I remember Havoc Specialist coming out ahead, over a short period of time anyway, of Staff Master at just 120 power if you're not staff. You do have to maintain dodging without being left without a dodge, but think of Havoc with Bounding Dodger and whatever other damage increase mod that can go off right around it. I still use Impacting Disruption on my DrD but I'd probably use Havoc otherwise.

It is really complex to answer what is the good trait + the good rotation; a lack of or an excessive endurance recharge can result in a hopping rotation or unused trait, and so DPS loss. It varies from one group to another.Perma vigor, or no perma vigor ; Battle presence with +15% endurance; Swipe with alacrity, random endurance from tempest or ???

In fractals you have a perma +50% endurance recharge with the potions + may be random vigor or recharge with Fb's Tomes, Fb's battle presence, Consume Plasma, condi conversion, etc. So actually Endurance refull faster in fractal than in raid, like a lot, really.Plus fights are less predictable due to the lack of tank and short but various times between phases/attacks, so you may want to keep a dodge in case.

So, sure, if you're maniacal you should take Havoc even in fractals; but you may need to drain endurance more often, interrupting rotation and so potentialy resulting in a dps loss.
Because havoc + bounding dodger are not free bonus, it is a short term DPS loss with a dodge to increase DPS for the next few seconds; so if you spend more time to dodge ...
Staff Master has the same issue; you refull endurance with initiative, so you may want to dodge more often to keep perma Bounding dodger; but no, you shouldn't. But at least Staff Master is solid.
