Teleporting under the terrain gathering hack bots

Is there anything ever done about these blatant hackers? They teleport from node to node, appear for a split second, then drop under the terrain and use something like guardian's retreat to proc quickness to gather then teleport away again. I was just standing at a Toxic Spore node in Kessex Hills and so many of these bots/hackers appeared and then dropped below the terrain in a split second I was stacking up swiftness just from the amount of "Retreat!"s being cast from them all. You can't report them because they are under the terrain out of bounds.

You can take screen shots or videos and attached those to support tickets to report them.

Will enemy monsters aggro on such players? Will they get stuck in combat? Or they teleport even if they are involved in combat? What is the actual purpose of being under the terrain? If they go under won't they lose the resource node hitbox? If a 3rd party bot program is involved, won't anet already be aware of such malpractice? Idk .. they might be one among the list of accounts anet might include in next banwave.... Or not.

Get the map IP,  the time and the location and report the map itself as having teleport bots. That’s what I did when they had similar bots underground in Brisbane a couple years back. 
 

You can get the map IP by typing /ip in chat.
