No Downed State Bugged

After WvW relinks/reset, No Downed State isn't applying to everyone. Some people don't have the buff and some are still going into downed state.

some people are saying that Red is not getting i cause it's the loser team, but if this is true, it's a terrible idea. it's a complete disadvantage to do something like this

Hoping this is a bug and not intentional because it's impossible to play wvw as a "roamer" type right now being insta-killed by people who cannot be insta-killed. Doesn't seem right that I don't have a downed state and all my enemies do :\ I hope it will be fixed soon as wvw isn't enjoyable like this.

It has happened to me about 10-15 times within the past 30 minutes, some (not all) enemies go into down state, have to kill the regular way.

It's not true. I'm Red and half of us have no downstate, the other half does

About a third of our squad didn't get the downed state AND they also didn't get the xp buff, and the folks we're fighting seemed to be about the same. We tried figuring out why but it didn't seem to be anything. We didn't try very long to figure it out though.

I believe people just have to log back out and in and it fixes it. Either way, those that are still going down are dying instantly. Nobody can pick them up anymore without getting mowed down (just like it should be).

Swapping toons will give you the event week buff AND the no down state debuff. It seemed that the people who zoned into the map around 10-15 seconds before the rest of the queue right when maps opened didn't get the event.

32 in squad last night. 1 without the debuff, however there were several from FA that went down, but didn't go out. Didn't notice as many BG without the debuff though.
