What exactly is the Hexed outfit supposed to be? It's like a cross between a witch, a scarecrow and an asian hat thing (yes I don't know what those actually are).

The straw hat is a rice hat, for starters! :) I think other than that, it's just a made-up "scary" costume. I like it!

This is what it's supposed to be

Male: Some demonic scarecrow type grim reaper thing that has some elements of corn and pumpkins put into it. Really cool and menacing looking.Female: Someone found a pile of junk they found behind an asian store's dumpter. Still covered in whatever filth that was on there and still beaten and torn, they put it on and people run away from them. Not because it looks scary/cool/menacing, but because of the horrid smell coming off it from being in the trash too long.

Still don't get why we can't get the look like the males do.

It's a re-work of the Witches Outfit they did when the game was released in China. The Witches Outfit is covered in bones and skulls and apparently that's one of the things the ratings board in China really doesn't like (if I remember correctly it's specifically bones as decoration that's the problem, skeletal enemies are ok) so it would have pushed up the age rating and/or gotten the game banned. So they made a new version. In the Chinese client that's sold in the gem store instead of the Witches Outfit, and they put it into the NA/EU versions too.
