Deadeye Rifle Kneel: Keep The Nerf Range Change in PvP and Don't Apply It in PvE and WvW.

This change makes absolutely no sense. 

This is not going to help the state of Deadeye. At. All. 

Just add the "Crawl" and remove it if fails but don't touch the range of a "sniper" spec.

Look like they are going to nerf all range over 1200 from what they said (look the spear from vindi too) but I don't know why they don't touch yet ranger longbow
