That's a good suggestion. Definitely one of the biggest drawbacks is not knowing when you're gonna get the stab (although, to be perfectly honest, I think they should just make it so you get stab when using a movement skill with no CD, even if it's only 1s [PvP/WvW], to take the guesswork out of it altogether and to make the trait more valuable).

just make it a 2 sec ICD for balance's sake. 

You still need that window to chain movement skills, so it's perma more or less.

2s ICD. If Juggernaut can exist passively, then we can use our movement skills off CD to gain stability. We're still blowing CDs for stability, not like its a passive stab generating trait like some others.
