It's forcing warrior (the simple, no nonsense profession) to jump through a hoop.

You need something done? You press one button and it's done.

This is a warrior's core design philosophy. No weird timers, energy bars, popping skills that are meant for something else just for the boon side effect etc.
When something needs to be done on a warrior - there's a specific button for it.
You press it, and you know it'll be done fast, reliably and in a large radius.

And if we're talking Decapitate - then at least  lower the icd to  absolute minimum a normal primal burst skill needs to come off cd (so with discipline traited and alacrity on).

I believe it’s there because of decapitate having its CD reset mechanic.

They should add a mechanic where using a burst while HtS is on cooldown would cause the next HtS to trigger automatically. That would solve the issue with unsyned cooldowns without making Decapitate overpowered with it.
