Why was this a good idea? Is it even still used at all? 

Vampiric Rituals used to be fun on necro especially scourge and now with GS being available soon it would've slapped for fun roaming builds.

Is there ever a chance of it being reverted?

They needed to remove some access to protection due to the death magic rework that came with a new source of protection. And, if played properly, Blood bank is superior in term of self sustain to the old vampiric ritual.

Well, a few month ago I would have said a fat "no" but lately they've brought back some long lost traits effects, sometime with a net loss (signet of suffering for necromancer, the trait used to make signet corrupt boons and grant might on use, now it just rip boons and lost many other effects in the process) and some time as net gain (writen in stone for elementalist, yes signet on elementalist used to have a trait making them grant fire aura on use).

I'm not sure if it's worth betting for a net gain when bringing back a trait like vampiric ritual, the balance lottery can be very painful for greedy players when they finally get to see the price for what they asked for.

The trait is extremely good for some scourge and harbinger builds.

Vampiric rituals became baseline except for the protection, which isn't really an issue since necro has plenty of viable damage mitigating mechanics left. The non shroud necro specs both are hybrid specs and apply a ton of conditions to make death magic's protection application work. Reaper has to build for vulnerability spam to be able to use death magic in an effective way, but has the damage mitigation in shroud for compensation. This is one of the few things that are relatively well thought by anet.
