You could argue that this is fine and I'd agree with that if thief hadn't that package of stealth, mobility, cleanse and burst. The whole weapon coefficients are pretty much broken. Some are just too low and many are too high and it favors thief because of the whole evade/stealth gameplay. Both are perma stealth, but one is for 1vx and the other 1v1. both use relic of zikiros. the cele build can be switched to more marauders for dps. but truly, its unkillable. They are so easy to kill, unless your playing a non roaming build in zerg vs zerg gear or something and get ganked at the tail or something. Nouns and verbs, but not the same in game context. But the more we encourage Anet to group them up the worse the balance and other changes.
