Screlite.9308
I was thinking that a lot of the T1 servers for NA such as Jade Quarry, Black gate and others would benefit greatly from reducing the amount of missing players from their home servers to a standby server if their account has been logged out of for more than 2 years. Where it just resets you to a default server instead of them taking up slots on the server where active players could fill, allowing new players to get into the best servers that offer WvW instead of them being full. Optimator.3589
If I understand correctly, those players aren't really taken into account when Anet looks at their population metrics and decides whether a server should be open or not. It goes on activity like total player hours on the server over X time period.
LaGranse.8652
Optimator is correct. The population on a server is determined only from that servers activity in WvW. Players who do not enter WvW or don't log in at all does not count towards a servers population.
joneirikb.7506
https://wiki.guildwars2.com/wiki/World#TriviaBefore the July 28, 2015 update, a world population was determined by the population levels from across all game modes. Currently, only the WvW population determines the world population.

dragontree.8092
Well, i had 2 yrs away from the game. When I came back, I wasn't in a server, I had to choose a new one.
