If two servers tie, which of the two will be considered "last place" for map placement?

Even if one was 333 and one was 335, there's still a random factor that can affect who gets red. I think they roll a 1d2 if it's a tie.

If they really roll a random (not so random) die to see who wins, wtf. That said, the victory conditions would be pretty simple in a tie. 11th place team ties with 12th place team. In order for the 12th place team to move up, they would have to beat the 11th place team. A tie is not a win, so the 12th place team would remain in 12th place. It's not a hard concept. Except for Anet apparently, since the tie was awarded to the 12th place team who is now in 11th. Congrats on still being at the bottom with us.

If there is a tie for last, no world moves down, which also means no world in the tier below can move up (as there’s no room). Similarly, if there is a tie for first, no world moves up, which prevents the next tier up’s last-place world from moving down.

It says nothing about colours but I'd assume (don't assume anything) that it's either the same as the previous week or another go on the randomiser.
