It used to be the 3-packs sold in the gem store where you had to buy a second set to Forge with another item to make a 4th mini (e.g. using the ghost, spider and skeleton to make the mini chainsaw skeleton), now it's things like the baby mounts from the black lion chests. If you could unlock the 'lower level' ones by making the later ones then everyone would need to buy a lot less of them.I'm not saying that's good - I'd have saved a lot of money (both gold and real money) over the years if it didn't work that way.
