Weapon Skills, Heal Skill, some Utilities/F- skills/Elite Skills) will be affected by alacrity and have a reduced cooldown. "Spammable" utilities limited only by energy cost(eg. Riposting Shadows on Shiro / most Mallyx skills) with 0 CD will not gain any benefit.If you're talking about alacrity your revenant applies to another player who is a thief for example, their weapon skills will be unaffected since they have no cooldown. Like, way more than one might think, since they revolve heavily around dumping all of your initiative into a burst during Assassin's Signet's active.
