Level 80 ticket armor, avoid putting new runes on it.

I unfortunately have learned this lesson as I had put a set of new runes on that armor and now I can't extract them. Upgrade extractors will not work on it nor will Black Lion Salvage Kits. So learn from my misfortune. Start saving for new armor to eventually replace the one you are given. Thank you for your time.

No, it isn't a bug, it is what it is. The free gear provided with a Level 80 boost is unsalvagable and you can't remove upgrades from it by any means.

The items you get from the boost are considered vendor-bought and vendor-bought armor is unsalvageable and un-extractable. Still, you've learned something of valuable importance: this is just a ways and means to help you get the gear you need. It's OK for survivability but it is far from what you want. If you have a need to use runes or sigils, at least use those that are relatively cheap to come across, so you don't lose as much coin. Save the more expensive runes and sigils for the exotic gear you DO eventually acquire, either through tradepost, drops, or crafting.
