Will this build work for all PvE content? (Chrono)

That build is all over the place. You use power stats: assassin, berserker diviner mix.
But then mostly condi traits and a weird weapon combination with sword mh being power, offhand pistol is only used in some cases together with oh sword. never instead of it on power builds.

Scepter mh is only used on condi chrono or 10 people quickness. a very niche build tbh. Condi chrono only works on 2 bosses since it relies very heavily on confusion and the quickness build is outclassed by taking proper quickness hybrids. The utilities are also very questionable.

If you want to give alac aswell as quickness you need to mimic your alac well. If you just want to give quickness you dont need nearly as much boon duration and can be a lot more offensive. Condi traits are always bad without condi stats since your condis wont do a lot of damage. the only reason some power builds take condi traits is because +10 dmg are still more than +0 if there is no power option in that tier and you need that traitline.

Chaos is a condi traitline. It offers nothing for power except the bd. Either go power, condi or even full support but please dont try to mix damage types. its almost always only to be bad at everything. the only builds that can do this are soulbeast and weaver and you need proper hybrid stats for that like viper or grieving. mesmer doesnt have a good hybrid weapon, one with good condi and power damage, to make a working hybrid build.

atm chrono gives up a lot to try and cover alac on allies. covering quickness only requires far less investment and allows for more options for dps/sustain/etc. in open world chrono already gets alac from shatter, so building for additional alac there is pretty questionable unless always running with allies. in instanced content, there will be many specialised builds that can make one half of running both quick + alac completely redundant, so that might be worth considering. ofc being flexible and having multiple options is ideal, but if you must limit yourself to one build, you might just have to accept that youll be running an inferior build in certain situations

for open world (or any content really) you need to get a feel for each of the phantasms to know if its worth using now or saving for later. this is the case for pretty much any skill when its something like a trash mob and theres already a slb going ham with maul -> worldly impact etc. shatter is something you should probably already be doing either way, you dont really need a specific build/setup for that

You under estimated phantasms on chrono.

You are right in pointing out that if the target dies you don't get much value but you compensate that with high burst damage. 

You want to phantasm the elites or vets and burst the trash, this work amazing with phantasmal shielder which can taunt them twice with chronophantasma. Then you can signet heal to get it back for a second cast and also continuum split for the third cast.

That results in a total of roughly 18 second of taunt which in the open world gives you alot of survivability. 

 

Drop all the condition stuff its useless on chrono.
