There is usually a sale of some sort around the anniversary, and I'll be surprised if this year's one doesn't include EoD, but there's no way to know for sure. Anet might decide not to do a sale on the game itself and focus on gem store promotions, or merchandise or something, or only discount the HoT + PoF bundle. Or something else entirely. If they have tapered off considerably, I'd probably put it on sale to increase them.
