Mesmers... how do you portal into wvw keeps?

I've only seen this mesmer-sneak-thing with the Air and Fire keeps and I've never actually seen a mesmer do it, but somehow a mesmer can get on the other side of a keep wall (without any opening) and then suddenly they have a portal for the zerg to charge in.  What is allowing them to do this?

Exploits/cheating aside they can't. What they did, if it was done legally, is they were in the keep when it was taken and just stayed in. If they can escape until the reveal periode ends, they can stealth and simply wait inside. Most of the time it's actually thief doing this with perma stealth and then get one Mesmer in with shadow portal. The Mesmer can then protal the full zerg.

Yeah this is pretty much the explanation you’re looking for @EmmetOtter.8542. The Thieves were also given a portal as well, not exactly better than ours but even they can stay permastealth inside, call a Mesmer to be ported in and then the Mesmer will port the rest of the army inside.

Its Thieves portalling a Mesmer in. But just so you know, they're usually not "permastealth inside" but jumping into the keep with their staff, which is possible on almost every objective in WvW.
