Quickfire: This trait now also retains the Tome of Justice passive effect while it is on cooldown. This trait can no longer affect multiple targets simultaneously.

Quickfire: Retain Justice passive while it is on cooldown. Granting quickness to an ally also grants Ashes of the Just.

So how does it work now?

It does not grant Ashes of the Just to anyone but myself, no matter how many instances of quickness I cast.

Not on FB, no.

Challenge accepted!

If you take Stalwart Speed and Hallowed Ground, you can place the latter so that you aren't affected yourself. Because it grants Stability, it potentially also grants Quickness through Stalwart Speed if the ICD is not on cooldown, allowing you to place Quickness on an ally without affecting yourself.

It's probably not likely to come up very often, though.

I could see some benefit if Quickfire's ICD is tracked per target instead of per proc. It seemed like an interesting option when first announced, but otherwise it feels like an underwhelming trait now. A shame. Only real use is retaining Justice. Kind of a letdown, especially since Renewed Justice, an adept level trait, already does that and more in certain situations (mobs or adds).

Renewed Justice really needs a rework. It also feels incredibly lackluster and underwhelming. Would be nice if it added pages again, even if they are special red pages that can only be used for Tome 1 skills.

Strictly speaking, it's also an extra burn on a regular basis for a quickbrand. Problem is that it requires running some quickness so it's useless for condibrand. Perhaps they need to replace it with the old Stoic Demeanor functionality in addition to retaining the Justice passive, since that trait did see some use in LI builds.

is how it works now. The tooltip is just bad.

I tested it with Stalwart Speed and Hallowed Ground, as draxynnic.3719 pointed out.
Applying stability from Hallowed Ground grants 1 stack of Ashes of the Just to 1 other ally, but not yourself (2 stacks to 1 ally with Master of Consecrations). If you stand in Hallowed Ground yourself, you always take priority and no other ally gains Ashes of the Just.

So basically Quickfire has become a self buff.
This feels like a punishment for playing firebrand healer in a non-solo content.
Now you are getting 90% less loot because you are no longer contributing to damage through allies.
As a healer support, instead of dealing damage and tagging, you have to watch health bars, manage conditions, apply boons at the right time, waste time juggling the 0 CD tomes trying to look for skills that aren't on cooldown (because the UI doesn't communicate that at all) and in addition, have supernatural powers to calculate the hidden cooldowns of trait passives (because the UI doesn't communicate that at all).
