Swindler's equilibrium

Would it be too broken to make Swindler's equilibrium give steal recharge regardless of what weapon you are using? I feel like a lot of thief playstyles would benefit from it if it didn't have the sword requirement.

I wanted to make a specter with swindlers equilibrium to pressure enemies for constant Boone removal using Bountiful theft and swindlers equilibrium since siphon already has a low cooldown combined together with alacrity but I'm not sure if it'll work with the reduced initiative on specter. Might have to take trickery and acrobatics but acrobatics as a whole sucks just to take swindlers equilibrium

for a power specter i think you really want critical strikes over acrobatics, and yes it would be broken if SE worked with other weapons.

Just an example: Daredevil Staff would be a terror to deal with since Steal will give more Endurance, Endurance will give more dodges, more dodges = more Dodger damage, Staff 5 and Dodger just dodge dodge dodge dodge dodge while doing huge damage.
