No the willbender is definitely using flowing resolve while dazed, the thief hits with steal and the usual bountiful theft, slight of hand traits (the stability is always removed first) and then is dazed by the slight of hand. They then use the stolen ability which is a 3s daze iirc, you can see the small purple daze icon the whole time. My guess is that virtues baseline can be used while dazed as they're instant cast so this just sorta slipped by? 3 Link to comment Share on other sites More sharing options...

It's no surprise that oversight exists, but I'd imagine it shouldn't function like that.
