Flowing Resolve - why can this be used while dazed?

No the willbender is definitely using flowing resolve while dazed, the thief hits with steal and the usual bountiful theft, slight of hand traits (the stability is always removed first) and then is dazed by the slight of hand. They then use the stolen ability which is a 3s daze iirc, you can see the small purple daze icon the whole time.
My guess is that virtues baseline can be used while dazed as they're instant cast so this just sorta slipped by?

Nah, that willbender got hit by mace head crack and dashed in the middle of it without the daze icon refreshing.

It's this. Flowing resolve is built on top of virtues, which are instant cast. It's no surprise that oversight exists, but I'd imagine it shouldn't function like that.
