By making it more lifelike and an actual city hub would be my go-to, and its a long list (Most of which I augmented from an old post):

 

-  Instanced crafting stations

- More diverse and exclusive merchants

- The ability to read more in-depth about the elite specs in the library

- More varied factions running different turfs, and make the ruffians actual street gangs instead.

- The option to reason with the purists hatemongers like the separatist in Ebonhawk instead of being forced to kill them over a speech

- Taverns and bars

- Drunks leaving and entering bars

- Skiff drag racing events (Sanctioned during the day illegal by night)

- Getting side remarks from the locals about me being an outsider

- The ability to buy Mai Trin's apartment, or an upscale one.

- Dense fog, alley muggers, and black-market dealers during the night to create some sense of dread of being in a city at that time

- Smugglers that act as a ferry straight to LA or Amnoon
