The dragon's don't need preachers, they just corrupt whatever they want.Balthazar probably didn't care one way or the other about who was following him, he just occasionally needed meat to throw at things.

Joko and the svanir need people advocating for them for obvious reasons.Edit: The Nightmare Court and the Inquest could both also be considered cults I suppose, and have people out recruiting all the time in the early areas.

Recently I talked about the difference between demons and minions. God’s needs followers. People who choose to follow them. With bad gods we tend to call them demons. They Obey their masters with an intelligence (though might be forced in doing so) Dragons have minions that are created by their masters and have no choice at all. There is no resisting. Two types are interested. The forged are minions to a god. They are created by them (special awakened). This is due to Balthasar using Joko’s techniques to raise his army. The second are silvari who are minions, but can choose to ignore the call. This is due to influence of the mother tree and the tablet of ventari.

Side note: the pale tree was using her way to influence some silvari to not answer mordremoths call. Glint was purified from being a (very powerful minion) by the forgotten. So minions can be freed from their masters grasp.
