For leveling as a new/returning player sword/pistol is a good option. You have a teleport on skill 2, invulnerability and cleave damage on skill 3 (you evade during the attack, even though the tool tip doesn't state that) and an aoe blind field on skill 5 (good to keep you safe against multiple enemies). You can keep pistol/pistol as a ranged weapon set.

Deadeye (the second elite specialisation for thief) with pistol/pistol is also a very strong option for open world. You have to be level 80 to unlock it though, so that might be something for you to work towards to in the future. Have fun!

You can keep your pistol/pistol set up (which is great fun btw, don’t be swayed off course), but remember you have two weapon sets you are meant to switch between. That means you can have pistol/pistol and sword/pistol and switch at a button press. Or whatever combo you like

Thief - i liked dagger/pistol + SB, as dagger seems to have even more dps. And SB has nice taggiing properties. With Thief you can swap in combat.

Elementalist - why staff? I think Dagger/Dagger Mud wizzard is better. Or even scepter/focus. You can keep staff in off set, and swap it between combat if you are in some group event. With Ele using glymphs of elementals summon could be good as it gives you pet, and makes mobs attack not you.

  To me Elementalist felt in  the "middle group" in terms of esyness at leveling: delivers good damage and AoE + decent cc and has very good mobility, at the expense of being frail (can be circunvented with health stats). But I played dagger dagger, not staff. On the other hand, Thief is esasily bottom tier at leveling, since while is as brittle in terms of HP as the Ele most of its damage has low cleave and has less access to AoE and cc. The main difference to me was that Ele had great access to burns, which is the burstiest condi in the game, so you can land your big burst, retreat and see most of things to die in seconds.

Thieves level perfectly well. I've leveled on both and I think it's easier to get higher damage on a thief and the mobility is great.
