All skills from Mortar Kit, Grenade Kit, Flamethrower, Med Kit, ... (all Engineering Kits) are "bundle" skill types. Even though those skills are presented and acessible via the weapon slots the game does not count them as weapon skills. And as far I know for every Interaction they are counted as normal weapon and use the weapon strength.
