Remove downstate from servers that are not outnumbered, increase the threshold for outnumbered servers to benefit from the buff. Fat blobs can't rally, smaller groups can.

Don't actually do this, removing downstate from the game as is probably isn't a good idea. I'm just throwing out weird ideas to give an advantage to smaller groups.

It would make defenders absurdly strong and doesnt consider that they could easily outnumber attackers as well and it would totally break havocs. Not to mention it would facilitate exploits by skirting the border.

Just tie the no downstate debuff to the ruins.

If your server holds the ruins the other two servers have no downstate on that BL.

EB can keep the downstate.

I like the add downstate to the Outnumbered Buff idea, but it would need to update faster than it currently does. Not outnumbered, no downstate. (I'm positive this could/would be exploited, but if "no downstate" were to become permanent, it seems to be a decent compromise.)

I think if there was no rallying, and you can only be revived while using skill #4 with a max of 1 reviver it would be fine. This way trying to one shot in a blob probably won't work, but it's also very unlikely you'll get back up in large group fights.
