What does "late" (timezone) refers to?

Lets use the time of this post as reference...

Right now it's almost noon in Singapore... Would noon be considered early in the day or late at night?

In California US it's almost 8pm... Would 8pm be considered early in the day or getting later at night?

So would you say "late" is different between Singapore and California? If you say yes, then how do we define an exact time frame for everyone on the planet, in different time zones, to agree on that it's "late"?
