Using Items from Shared Inventory Slots

Why is it that some items are automatically used from Shared Inventory Slots but others have to be equipped or actually in the character's inventory?I'm mainly talking about the Gathering Tools having to be equipped.

Shared slots work like normal inventory slots.

Do gathering tools work automatically without equipping them? No, therefore, shared slots don't have that functionality either.

I do hope at some point ANet sells account gathering slots, so that they get used if the character doesn't has any tools on their individual slots. Though it's highly unlikely shared inventory slots will be used for this feature.

Gathering tools wont work from any inventory space in the same way weapons, armour and trinkets wont work without slotting them. They only function from the gathering slot spaces as that is what enables them to function.
