Probably at 9AM Pacific Time.

Probably, because there isn’t a guaranteed time. 9 AM is most likely because that’s when their workday begins but if problems appear then it’s when problems are fixed.

I guess at the usual time patches get released on tuesday? (Sometime late afternoon in EU time.) Some events though started earlier but I think that was when no new build needed to be downloaded and stuff just needed to be activated.

Probably around 10am PDT, which is about 5pm UTC.

Arenanet are based in Seattle, Washington on the west coast of the USA so they're behind a lot of the world in terms of time zones, but understandably still do updates on their own time table. I think they normally start the update when they first get into the office and it's finished not long after that (although it's hard to tell exactly when they start because the game doesn't go offline for updates, we only see when it's finished). Of course right now they're all working remotely, but other updates have gone out around the same time as normal so it seems like that's not affecting their schedule.
