Not every spec needs to be viable.

Every spec should be viable because it simply isn't that hard to balance things semi-decently. I'm not talking balancing every spec within 5% of each other, but specs shouldn't be so far off that your team flames you for trying off-meta stuff (which absolutely happens).

That being said, Scourge needs to be nerfed because it makes virtually all melee specs a PITA to play. Movable AOE fields, what a horrendous idea.

Step One is making sure every class has a viable build and a place in the meta.

But not every spec should be viable. More viable builds are better and should be a goal, but the balance team trying to figure out a way to make nonsense garbage specs like a sword+sword shout heal support core warrior a top tier build is wrongheaded. And if the community was in charge of balance they'd break the game trying to make every garbage nonsense build top tier because they by and large can't handle the fact that some builds are more intelligently designed than others.
