Does leveling through crafting still work?

Any crafting skill with a 500 cap will yield 7 levels for going from crafting 1-400, and another 3 levels for going from 401-500 granting 10 levels total for maxing a craft.

Any crafting skill with a cap of 400 (cooking, jewel crafting) will reward 10 levels for going from crafting 1-400.

The basic idea is and always has been that maxing a crafting skill would grant 10 levels.

This is scaled to your current level meaning crafting at low level will yield the same 10 levels as at higher level. As such many people like using crafting to either finish a characters journey to 80 off or to skip disliked intermediate levels.

Using gw2crafts.net shows us that leveling jewel crafting and cooking is quite cheap (relatively speaking, 11 gold for jc and 4 gold for cooking atm). Combine those 20 levels with say a level 20 scroll (available as instant 20, 30, 40, 50 and 60 scrolls) and your alternate character can start strait from level 40. Using a later level scroll and some tomes of knowledge allows to easy skip to level 80 immediately if so desired on an alternate character.

Turning @Cyninja.2954's summary into a formal suggestion (with 'current prices for 'fast' guides)

First 20 levels = 18 gold

  • Level to 6 as you like (birthday scroll, tomes, or playing; L1-15 is designed to be quicker via exploration/killing than the rest).
  • L7-13: Chef to 400 — 5 gold
  • L14-20: Jewelcrafting — 13 gold

To Level 41 (plus 21 levels): add 94 gold

  • L21-27: Artificing to 400 — 20 gold
  • L28-34: Armorcrafting to 400 — 36 gold
  • L35-41: Leathercrafting to 400 — 38 gold

To Level 62 (plus 21 levels): add 120 gold

  • L42-48: Tailoring to 400 — 39 gold
  • L49-55: Weaponcrafting to 400 — 40 gold
  • L56-62: Huntsmith to 400 — 41 gold

To level 71 (plus 9 levels): add 84 gold

  • L63-65: Armorcrafting to 500 — 19 gold
  • L66-68: Tailoring to 500 — 24 gold
  • L69-71: Leather to 500 — 41 gold

To max (plus 9 levels): add 215 gold

  • L72-74: Artificing to 500 — 71 gold
  • L75-77: Huntsman to 500 — 72 gold
  • L78-80: Weaponsmith to 500 — 72 gold

I suspect leveling by crafting is probably equally popular among ... today's newest players, same as it was when today's veterans were fresh. For those who key run weekly and don't WvW or PvP, chef is still a pretty good deal. For other veterans, yeah, crafting costs money and tomes are 'free'.
