Level 80 is max. If you have the expansions, start working on your masteries.

You progress your mastery level past level 80, not your actual level.  So, when you see someone with a number like 366 that's masteries unlocked.  Masteries are skills like mounts, gliders, etc. that don't usually increase your combat ability the way additional levels or better gear does.  This is why they call it "horizontal" progression.  Once you're level 80 and using exotic gear, you're almost as strong as you're going to get in terms of passive gains.

To gain masteries you need to own either Heart of Thorns or Path of Fire and do the first part of the expansion story to unlock the mastery system. Some masteries are available to train right away, others need to be unlocked individually - for example the PoF masteries are all linked to mounts and unlock when you obtain the relevant mount.

You need to choose mastery tracks to train in the menu in the Hero Panel. When you're in relevant maps any XP you gain will go towards the mastery you've chosen - HoT masteries can only be trained up in HoT maps, core Tyria ones in base game maps and so on. When it's full you need to spend mastery points to unlock it. Points come from completing storylines and achievements (you can see which ones give masteries because they're marked with coloured stars in the achievement menu).

 

Once a mastery is unlocked it's available to all characters on your account forever, so you only need to train each one once.
