Anet doesn't advertise these ahead of time.  I believe it is a marketing tactic that is designed to force players to pay attention and/or log in regularly.

August/September - they've always gone on sale during the anniversary. They're planning to launch on Steam by the end of the year, so I also wouldn't be surprised to see another replay after that.

Check the wiki for this - for an estimation. You can't be sure though. Actually I remember people being a bit angry/disappointed ... since last year they were NOT in the anniversary sale. (Just checked the wiki info again to be sure.) Was august 2020, march 2021, march 2022 - the previous sales for the season packages.

Edit: Though last year might have been special cause they brought the "return to" achievements where each week one of the episodes had been for free for people logging in during that time. Similar as during the initial release.
