Regarding skill choice during level up

Metabattle has builds, but the game's silly levelling system isn't conducive to creating any sort of build: you won't unlock the third spec slot till 71, for example, and it's your spec that determines 90% of how your class performs.

 

Just play and go for unlocking a few utilities that have big damage numbers. Then focus on spec trees.

By the time you're level 80 you'll have at least enough hero points to unlock all the core skills and specialisations. If you do any hero challenges you'll have more than enough. You can't start to unlock elite specialisations until you're level 80 and have all the core stuff unlocked. So it doesn't matter too much what you pick first, you'll unlock all of them sooner or later.

My advice is to pick whatever sounds most interesting or useful, then equip it and play around with it to see what you actually like using. You could also look up suggested builds and prioritise the stuff they recommend, but that might involve a lot of work-arounds if they recommend skills from the end of a line, or things which only work well in combination with each other.

If you're a new player just learning the game then signet builds are the usual go-to. This allows you to focus entirely on learning how your weapon skills work, weaponswapping properly and so on.

 

Signets and the related traits are passive effects that you don't have to active (but can if you need to).

While leveling I always choose to focus on one utility type and a trait tree that supports it.  You could choose to do that with a specific weapon, but as you change gear a lot while leveling it’s a good chance to try out different weapon play styles.

For example, using the signets suggestion from earlier, you can see that many professions have a signets trait to pair with them.

So you could do a signets build for leveling, or a different utility type that interests you that has a trait pairing.
