It was under C:\Program Files\Guild Wars 2\bin64. I had removed Arc Dps as well prior post-update. I had removed ARC DPS(and when was unsure if it had worked, I tried to look up how to install to reverse process that), tried updating my DirectX(despite recently updating it in the last months), and tried repairing my game to no avail. I love that someone made this post; it really helped me out. Thank you all for your epic community help!
