Mesmers, thieves and necromancers can create portals which they and other players can use.

If you include Shadowstep (which is similar, but needs a target and so can usually only be used in combat and can't teleport other players) then the only profession which can't teleport is Warrior, although Rangers, and Engineers only have 1 and both of them are tied to an elite spec.

Thief: Shadow Portal
A core-skill that works similar to the Mesmer portal, but has a few limitations. In PvE and WvW only 5 ppl can use it, in sPvP only one player. Upon traveling through it, players are invisible for a few seconds.

Scourge: Sand Swell
Technically it is a portal, but even more limited than the Thief version. It can be used 20 times, which is more than Thief but still quite limited compared to the Mesmer. It is a teleport-skill, which means you need line of sight. Cannot use it over most gaps or for vertical distances. It does apply barrier to its users.

There are also two gizmos, which function exactly as the Mesmer Portal:
White Mantle Portal Device requires raiding, but has infinite uses and a 30 minute cooldown.
Watchwork Portal Device can be crafted and purchased during Wintersday, but is single-use only.

In addition there exist two other items in the game with similar features:
Prototype Position Rewinder, which works like the Necromancer skill Spectral Walk. It allows you to return to a starting point. That is great when you do Jumping Puzzles on your own and would like to have multiple tries on difficult jumps.
Experimental Teleportation Gun is a bit weird. It creates a portal on your starting point, launches you forward 900 units and creates the exit there. The number of people who can use it is unlimited. 

Funfact to the Experimental Teleportation Gun:
The Experimental Teleportation Gun can be used in combination with Mesmer portals. The leap is quite useful to cross gaps in places where mounts do not work. But the portal exit is in most cases in a place you do not want it. If you are on a Mesmer however, you can use the Portal gun to launch you forward and use weapon-swap. This will cancel the movement and abort the skill. The start portal remains active. Your Portal skill on your Mesmer now has the Portal Exit phase, which means you can create the exit of the Gun Portal wherever you want. Useless knowledge from the pre-mount era ^^.

Necros have Sand Swell (Scourge), Necrotic Transversal (second step in the Summon Flesh Wurm skill sequence), and Spectral Recall (second step in the Spectral Walk skill sequence; teleports you back to where you were when you used Spectral Walk).

From the top of my head:

  • Warrior - nothing
  • Guardian - Interventions (to ally, soj, or enemy)
  • Revenant - Shiro util, GS, maybe more
  • Ranger - nothing?
  • Thief - sh5, shadow step, a portal for allies, steal, various weapon skills, maybe more...
  • Engineer - shift signet
  • Necromancer - wurm, spectral walk (backward), scourge portal, pulling downed players
  • Elementalist - blink
  • Mesmer - blink, portals, some weapon skills maybe.

This list is probably incomplete.
