Why so much hurry in nerfing new weapon proficiency builds?

Its hard to focus on battle when your weapon is unleashing load sonar pings on four of the skills needed to do it's job. Quaggans were beaching themselves to get away from it. The Karka were planning on attacking LA again over it. The deep sea monster that Soo-Won was holding back was plotting revenge on all of Tyria because those sonar pings were so loud and frequent.

They tried so hard to not push power creep with the new weapon proficiencies that they forgot to make them fun or even usable.
