possibility that True Shot acts more like the Mordrem sniper skill

I feel if anything, True Shot, need to have it's damage increased. Not by a whole heck of a lot, but enough to bring it up to be more on par with other ranged abilities of other classes (But not Deadeye level, because GG, lol.) this would make it feel like the big attack that it's name/desc makes it out to be, because it seems not much strong then AA on the bow.

Trueshot's damage needs to go back up to where it was on HoT release. 5-6k ranged spikes that are reflectable, or dodgable on reflex with an obvious tell that immobilizes the user is absolutely fine on a 6s cooldown. The oh so poor and unfortunate full zerk thieves in wvw wouldn't like this when trying to fight against one of the 15 or so DH roamers that still remain in this game though so it's unlikely trueshot will ever receive this buff.

Right you are. Here is the quote from the April 19th patch notes from the old forums archive:

Damage ChangesThese damage modifiers were reduced, as they applied too much spike damage to targets at range and didn’t allow for enough counterplay. We do want to keep ranged combat viable in WvW scenarios, but we don’t want it to be the best option in open-field combat. As with the other changes, we’ll continue to watch and make adjustments where it’s deemed necessary.

True Shot: The damage of this skill has been reduced by 20%.

This is complete nonsense from a wvw perspective as well. Guards have never seriously used longbow in wvw zerging. Those who did were merely trying it out and never met great success with it. The fact of the matter is, critting a single zergling for 6k (if you can somehow land a shot when a reflect or bubble isn't up) doesn't do much and puts you within 1200 range of your target meaning the zerg can hit you back and much harder.

The reason true shot was nerfed, twice, is because some dev got absolutely wrecked by a DH roamer and took the salty route out. The damage nerf to trueshot was warranted in both game modes (to curb power creep) but the cooldown nerf was not. Also, that cooldown nerf came during a major pvp balance patch where many classes received pvp-only nerfs but trueshot received it in both pvp and wvw (it wasn't a problem in either game mode at the time...).
