Why is the 3rd hit of the scrapper hammer auto chain so bad?

what are you talking about? this allows you to build up 25 might with just aa'ing. its probably one of the strongest aa's in the game.

25 might? Where did you pull that number from? 8 seconds of 3 might =/= 25 might. And it's definitely not one of the "strongest aa's" in the game.

The Hammer stacks Vulnerability and Might, which have a multiplicative effect on each other. With a good Might-stacking build (e.g Strength runes) you can hit 25 stacks with just the autoattack and do some serious damage, minimum of 4k per hit even on tanky builds.

it stacks might like crazy. if you cant make it work thats your problem.

No it doesn’t. For that your opponent needs to be a golem, which most of the PvP players aren’t.
