debating to buy - but after reading some people talk about it doesn't seem like a good purchase due to the long 1 hour cooldown. I tried to see if someone made a youtube video about it and no one has. Most people suggested if it had a 5-10 cooldown they would purchase it the 800 gem item.

Is the 1 hour account bound or character bound?

Character bound if memory serves.

Character bound and play time bound. Have to play that character for 1 hour for you to be able to use it again.

You can put it in a shared inventory slot. Any character can use it once the clock resets

The device would be perfect if the cooldown didn't require actively playing on that character. A roadblock for most character swapping habits when doing various gameplay.
