Oh my this is hilarious, I disagree with you ergo I must be protecting my all powerful Cancer build ... I played all but season 5 to season 12 , that's 12 seasons I did play and I have bounced between Silver and Gold tier(started in gold to silver, silver to gold but mostly silver) throughout that time and I have played the various Guardian builds , Necro's , Warrior's, and recently the Elementalist (the lion's share has been on the Guardian just because of personal pride of it being my main and style issues) my winrate is about 50.28% . Does that sound like I'm protecting a all powerful Cancer build to you. No! there. now if everyone used the same 3 specs then you would end up with a mode like codex arena from gw1. 90% of skills being locked/useless and rest hardly is of any use even if you use a good rune and amulets/sigils.

Im not sure chase potential is neccessary when theyre ranged anyway. And Spellbreaker has chase potential. Reaper less so.

Is even simple than that: would anyone pay for a game which randomly would ban some specs you paid for? Is like buying a car, and then being telled that you are not allowed to use more than 3 wheels...

Blacklisting Daredevil, Deadeye and Herald would probably make GW2 25% more tolerable outright.
