Lore of news specs?

There are npcs for each of the specs in the first three maps of EoD, like in path of fire. They each explain some of the lore/history or the spec, as well as why they favor the specific weapon.

 

Willbenders formerly were the secret bodyguards of the Emperor, kinda like the Shining blade are now just without the spy agents and not publicly well known.

The Catalyst (Ele spec, if I got name right) long ago used to be mainline combat eles of the Canthan military, though it's long fallen out of main use and is now more individuals roaming about.

Untamed are rangers who have learned to tap into some of the wilder magic of the Echovald/nature and use it to strengthen themselves and their pets.

Harbringers are necromancers who use alchemy and magic to create deadly bullets and powerful potions. Some of the more daring ones even tap into the Risen to draw from Zhaitan's magic.

 

Etc.  All the specs are native to the Canthan area, though can now easily spread with the borders being open.

Might have been the spies as well. The whole "guardian/assassin" feel and the ethos of eliminating threats before they arrive suggests that they're not afraid to go hunting for threats rather than sticking at the side of the emperor and/or empress. The willbender NPC in Shing Jea talks about investigating the arrival of outsiders, for instance.
Vindicator was created when a Tyrian revenant made contact with the spirits of Viktor and Archemorus.

Spectre is pretty much much Just What It Seems: Assassins that had a change of heart and wanted to focus on supporting and protecting allies instead.

Virtuoso seems to be purely just an alternative approach to mesmer, although since the NPC is a Tyrian, it's possible that there's background that the NPC isn't aware of. 

Bladesworn seems to be just "we invented this new weapon". Amber cartridges are said to provide power at the expense of range, which is the explanation for the melee pistol.

Mechanist is, well, just look at the expansion as a whole and you probably don't need a specific explanation. 😛

in EoD the use of new specs by NPC's/Enemies is greater than any other specs(the fact that we fight dragons minion only on last map helps that), also older specs too. perhaps is a new design direction? MaiTrin is a revenant, and first map meta final boss is a scrapper. Minister Li is a BladeSworn.

Yeah, one of the things that's impressed me about EoD is that the elite specs actually feel more like part of the world rather than just being something that PCs and one or two specific NPCs do. There are bosses of pretty much all the EoD elite specs and a few earlier ones such as holosmith, deadeye, and mirage. Meanwhile, apart from ritualists (grrr), just about anything used by a tengu or playable race seems to be similar to something that PCs can do.

Which is a far cry from how it was done in PoF, where apart from the PC and a single fluff NPC, there was often little indication that the elite specs (apart from Deadeye) existed at all. There were spellbreaker and dragonhunter harpies, which were annoying as heck to fight (especially in close quarters), but Joko's Awakened seemed to have their own unique capabilities that seemed distinct from even necromancer PCs, and his loyalists were dervishes, paragons, and alchemists, with only the last being something that could realistically be replicated by players (being a bit like an engineer without more advanced tech, just explosives and elixirs). Scourges were supposed to be something Joko started by adapting his own brand of necromancy, but he never uses sand shades himself (although maybe those clone-like constructs he creates in the fight before Aurene eats him were his equivalent) nor do any of his followers appear to use scourge-like abilities.
