Why does Transfusion heal Scourge but not Harbinger?

Probably because they think harbinger already get passive regen and is not needed. Regen harbinger used to be even more busted and they had to nerf it heavily, you don't want to go back to that.

 

Might just be a bug though to be honest. It should be standardized.

What? Harbinger is actually more tanky than you'd think. I don't know if you played it during the regen harbinger but it was awful. Are you talking about PvP or PvE? Because is excellent in both at the moment unless your point of reference is mech.

Where did you get the information from that Transfusion on Harbinger heals allies?

If it's the Wiki, I believe that information to be false. 

 

In my (limited) testing Transfusion was entirely non-functional on Harbinger, and I'm guessing Anet simply completely forgot to hook the Trait up to any Harbinger skill.

 

This was in fact already reported in the first EoD Beta in August of 2021 (including in the official Harbinger Bug Feedback Therad in this forum), as well as many times since - but nothing ever came of it.

Harb - dps with some support.
Scourge - support (healer) with dps.

They may bench not too far away from eachother but golems are not real combat scenarios. Scourges are limited by their shades. To do any meaningful damage you must have enemy in shade's zone of influence. And you can only drop so many of them before you run out.
And as oddball of a healer they may be, they are one still. And you don't make healers super squishy by design, the team needs their medic to be able to take few hits.


Harb on the other hand is raw, brutal dps that makes healthbars go from 100 to 0 in seconds. If he were to become a tank that'd be a disaster. Which can still happen because shroud does not block barriers. Strap a specter to our harb and enjoy the harvest..
That reason alone (being able to get barriers) is enough to keep harbs from getting full heals like Scourges.
