They never said their intentions were to only sell the last version of the expansion, and Heart of Thorns and Path of Fire both sold side by side for well over a year. When they finally decided to roll Heart of Thorns into Path of Fire they gave a reason. They said it was to include gliding in Season 4 without having to worry about people not having it, since you can't get gliding in POF. It expanded what they could do in Season 4. It had nothing to do with having money, or not having money, nor did it have anything to do with what they had originally planned. It's highly unlikely that a game that doesn't have a sub wouldn't charge for expansions. You either purchased Heart of Thorns and Path of Fire, or purchased Path of Fire with Heart of Thorns included at no extra charge. Or, you recently purchased one of the new bundles that include all 3 expansions or all 3 expansion plus all Living World Seasons. You can check your email for receipt(s). Players complain about stuff that's not reasonable all the time. Only a tiny percentage of the audience ever complained about it, and it was never a hot button issue for the community.
