If this is accurate, then I would estimate that there are probably no more than a few hundred active players online at any given time (per region) and probably less than 100 players (not bots) at some off peak hours. They may want to improve thing but just can't due to lack of resources or are working on delivering a different project in near future non gw2 related which is my bet.
